no. The shock being blown shouldn't have anything to do with ride height.

Default Not true...
A friend of mine has a blown left rear shock and it looks like it has a coilover installed on that corner...

Default unless the car was already slammed and now is riding on bump stops which is now busted
a blown shock dampening wise should not impact ride height. Height is determined by the spring and load on the spring. In a zero motion environment the shock (not threaded) should have no impact on the ride height.
