and outside temp to determine when to start blowing out cold air.
On a 15F day, the system should lock out the blower until the coolant is around 90F and then the air will slowly ramp up equally with rising coolant temp.
If the system is blowing out cold air for any extended period of time, then maybe your outside temp sensor is screwed up. It could be many things, but that might be somewhere to start. Verify that the car is reading 15F upon startup. The other thing to ask is, are you storing your car in a heated garage? Or an area where it's above 32F? If so, then this is your problem.
If the blower is just doing funny things like not blowing out air when it should or blowing out air when it shouldn't then you might have a blower power module failure.
