Any B6 Emission Evap systems technical experts out there?

I'm having an extremely diificult time filling my tank. The pump clicks off every 0.1 of a gallon which leads to the tank not venting during fillup. Yes, I have tried various stations and pump insertion techniques with no luck. I was at the dealer yesterday and they did the normal scan and said the purge valve tested ok and the lines looked ok. I will be going back in 2 weeks for more extensive testing. I don't want them pulling the tank if they don't need to as nothing ever goes back correctly.
Now looking at the Bentley diagrams. I can eliminate a bad tank by pulling the tank vent line off the carbon canister. The tank should then fill normally if the canister is preventing the venting during fillup. I will do that today.
My question is....
Where does the carbon canister normally vent to allow the tank pressure to escape during fillup? As far as I can tell the purge valve is closed when the car is stopped so it can't escape through that into the engine intake or am I wrong here? Does it back flow out the LDP pump and out through the LDP air filter?
I also notice what is called a bleeder valve and bleed pressure valve connected to the vent/bleeder rollover valve on the outside of the fuel filler neck where the tank pressure is bleed from during fillup. Does the pump nozzle actually press against the bleeder valve(there is a plunger sticking out towards the nozzle) from the diagram) to initiate the pressure bleeding operation?
Any insight here would be appreciated.
Someone posted here that they had the same problem. Tank was replaced and still the same problem. The LDP pump was then replaced and the fillup problem went away. I just don't understand how the Leak Detection Pump (LDP) can enter into the venting system at fillup when its sole purpose is to pressurize the system for a few minutes during engine startup and at other intervals, and preform a leakdown check. BTW that's why a check engine code is thrown when the engine is running during fillup the LDP system detecks a leak with the cap off.

it has probably crushed the evap lines which run up the passenger side of the spare tire well under the car. my milltek caused this same problem. fortunately for me, the dealer was cool and warrantied it, but i had to have a section of the exhaust cut out and moved back. it basically was running to close to the evap lines as it curves around the spare tire well, and as it heated and expanded and bounce around, it crushed those lines causing me to not be able to fill up.
