Yes, the added checksums are (as demonstrated by the current wait) a roadblock...
to easy chip tuning. That much is given. The point is that if it is just a programming issue, it can eventually be solved. The "hardware" excuse may be just that, to cover the lack of chips.

Do you think it is Audi's politics?
I tend to think it may be U.S. laws that prevent some of this. If I owned a car company and I could get away with selling anything I wanted sure I would give you all kinds of power! I want to sell a ton of cars!
My guess is that they live in fear! If they add power they should add braking power, etc.
And that if they add a supercharger or turbo kit do they need to crash test it and re-test ULEV requirements etc...
I bet it has to do with government policics and not Audi politics.
