Where did you pick up the chain tensioner tool and for approx how much?
Do you know what in the pic are the cap caps? Are they the 8 half round pieces each with 2 bolts (intake-side) and 4 bolts (exhaust-side) that hold the cams down? If yes, do you have the part numbers? I can't find those referenced in ETKA.

I bought that head as is from Bob@QED. It has upgraded intake and exhaust valves and springs with Ti retainers. The cams are Cat cams. I didn't put it together so I'm not sure about the parts you're mentioning.

because the cam bearings are machined directly in the head casting, and the bearing caps must be installed in place in order to machine the bearings on the cam center lines.

The guy I talk to for quotes on major service is not a tech, he handles service quotes. I wonder if he had my motor confused with a different VAG motor.
I called to inquire how much to do the VC gasket kit and cam tensioner gasket for a 1.8T -- he quoted 4 hours. I thought that was somewhat excessive and asked him what that all included. He replied that it included the cam caps in addition to the mentioned gaskets. I've been trying to figure out what parts the cam caps are ever since. From your reply, I understand why I can't find them referenced in Bentley, ElsaWin or ETKA.
The VC gasket kit is easy, I'm debating on whether to tackle the tensioner gasket myself or not. The only tool I don't have is the chain tensioner tool referenced in Bentley.

The cams and timing adjuster are removed and installed together as a group, four hands are needed to handle the lift away and re installation. There are shortcuts, but not advisable unless you have experience with this task before.
