California Highways Suck :: claims against caltrans

So I'm driving home going about 90mph from Sacramento on Sunday and the POS minivan ahead of me shoots a metal pipe (laying in the road already I assume) at my car. You know how bad things happen in slow motion.... I watched horrified as the pipe tumbled up my hood leaving 4 dents, a huge scratch and shattering my windshield.
Anyone ever have any luck getting caltrans to at least cover their deductible in similar situations? I've heard of them covering costs before, but don't know if it is just urban legend or actually true.
