while there is a general method to the madness, it's really defined by each tuner
in terms of engine performance, it's roughly like this:
1 = chip
1+ = chip + injectors
2 = 1/1+ w/exhaust
2+ = small turbo upgrade (eg, K04)
3/3+ = large turbo upgrade (GT25/28 or larger)
as I said though, it's tuner specific (eg, MTM calls their K04 upgrade stage III), and most tuners don't use the stage rating anymore
for clutches, companies just use the stage moniker to denote increased strength rating.
