lean/rich distinction is based on fuel being too much or too little for the incoming air. In that case with larger injectors, the ECU would assume normal duty cycle for the injectors, thus dumping in too much fuel for incoming air, therefore running rich.
Which is it? I've always heard it's based on fuel.

"If Lambda is greater than 1.0, then there is a surplus of air and the engine is running lean. If Lambda is less than 1.0, then there is a surplus of fuel and the engine is running rich. It should be noted that the ratios are mass-based, not volume-based"
