Cold Weather / Engine whining

Today in NYC we had a really cold morning (-11'C ~ 12'F) and my '02 audi made a horrible startup sound. First, I let engine warm up for like 10 minutes but power steering kept on whining for good half-hour of relatively straight driving.
It never happened to me before, so maybe I'm low on fluid or maybe its viscosity is bad.
Another thing I noticed that my engine whines when it's cold, just like if it was running AC or other accessory, could that be a vacuum pump?
Also, the engine has characteristic noise at very short range of RPMs (midway between 1k and 2k)

It seems to go away for a bit though. I was thinking that it was one of the pulleys for the serpentine belt. But either way, it only cropped up when it got REALLY cold.
