dilemma on winter setup

With my budget, I have two 2 choice,
#1 set of 17" Nokian NRW tires on my 17" sport wheels for the winter
#2 for 100 bucks cheaper, a set of 15" steel + Winter 210 pirelli
I don't wanna spend too much on a set of 16" winter alloy wheels that I don't even like at all. That's why if I get the steel wheels, I won't even bother paying 120USD for the plastic cover.
so what should I do?

Dude in Toronto has a set of used 15" steelies and tires for $600 or BO. Also, check out the different wheel offerings from time to time.

mounted on original Audi steel wheels with original Audi hubcaps(actually nice looking for hubcaps) approx. 500km usage(in otherwords BRAND NEW CONDITION) located in Toronto...they look much better than 15's and drive much better on pavement (which is what we mostly have for our winters)
