Does that black plate behind the rear license plate piss anyone else off??

Remove license plate, remove the 4 torx screws from the black plate, pull...

Once you've removed the 4 torx bit screws, the black plate is still held on by a pretty strong adhesive. Pull hard and it will come off.

how do you remove the 4 torx screws? Need a special tool?

Just a torx driver of some kind...
