Doing timing belt kit.. Need special tool for belt tension?

I got the ECS tuning kit with front pulley, and have the carrier off and ready to dig in....

Yes you need the special tool. In my case, I had a friend make one! IIRC, it is special tool # 3387 (its like ~$40)

the only thing extra I bought was a 12 point 19mm socket to rotate the crank. A lot of the "special tools" make the job easier but are not really necessary.

1 foot piece of 3/4" x 1/8" aluminum bar stock, two 6-32 machine screws and four nuts to match. Measure the distance between the holes on the eccentric on the tensioner, drill two holes on the bar stock. Thread two of the nuts onto the machine screws, (one each). Thread the machine screws through the previously drilled holes. Thread the remaining nuts on the machine screws.
Total cost <$2. The cheapest that I found the VAG tool was ~ $35.
