Default E-brake lock ups (sorta long)

A couple of months ago, my emergency brake seemed to stick on. The handle retracted ok, but the car was very sluggish, so I figured the rear brakes were stuck. I pumped the brakes, backed up, pumped the brakes, braked hard, and finally the car seemed ok. Drove to home from work (65 km) and when I checked the rear drivers side rotor, it had a pinkish colour that looked like it was caused by the rust on the rotor over heating. Brakes seem to work ok after that, (but I was afraid to use the e-brake much) and the next time I was in for service (120K), I mentioned it. They said the rear brakes needed replacement. The fronts had lots of pad, but they should be replaced as well as they were getting hard and would seperate. I figured that 120K on original brakes was OK, and had the replace all for corners. One week later, driving home, and the car doesn't feel right again. Stop and look at the rear drivers side rotor, and it is so hot it looks like it has been in a fire! Drove the rest of the way (1/2 km) home slowly after letting it cool a bit. Put it in a heated garage, no e-brake, and in the morning it seem ok.

Took it to Audi and complained. Now they are replacing the rotor (their cost) and both e-brake cables (my cost). I think from the number of instances that I have seen this on this site, that this should be a safety recall. If my wife had been driving my car she would not have noticed the difference and would have driven until the heat seized the bearing or worse.

Does anybody know how to start the ball rolling for a safety recall? Please email me if you have had this type of problem so I can complile a list.

Default Snow, thaw, snow, thaw...-24C one night +3C the next

I figure that water is getting into the e-brake line and freezing. Seriour design flaw if that can happen.
