Default ECU Swap

I recently purchased an Autothority ("AT")modified ecu from a guy orignally offered on ebay, and found that my car ('97 1.8TQM - so was his) wouldn't start with the AT ecu in it. The number for the AT ecu is 8D0 907 558 M. The original ecu in the car is 8D0 907 557 N. He advertised the ecu as being in perfect working condition. I only bought it after researching posts here that suggested that early non-DBW cars should be ecu swappable. I have called Autothority; they seem a little reluctant to help. I need to know 1) is the ecu likely DOA?, and if not, 2) can it be reprogrammed to work in my car (and how much $) and 3) if not, how marketable would it be? Thanks.
