I found the euro projects at www.lltech.com for $399.00 each and I just found euro projects at www.ecstuning.com for $579.00 a pair. Are the ones on LLTech better / Different or is LLTech just a rip off?

with HID E-Codes (you swap out internals).
There is a "Complete HID E-Code Housing" you can buy though. About $900. It is a good upgrade for those with OEM Halogen headlights who want Xenon and E-Code housings. EPi can help with this too.

Is that The difference that the cheaper one is just the housing? I have xenon so do I just need the housing?

They just might be cheaper. Typically when dealers sell E-Codes, they are housings only.
If you have OEM Xenon headlights, then all you need to buy is E-Code housings (as they come). The "Complete" kit is only for those with OEM Halogen (like me).
