I get 30 mpg with my tip (450 miles per tank)
Now, I have no cat
high flow exhaust manifold
high flow exhaust sytem
GT28rs turbo
and a lot of other additions. Staying somewhat out of the throttle and running 75 I get this all day, (and I have 88k on my 02 tip).
Best to check miles per tank and divide vs. your mpg on trip computer.

windows down = more drag - we need coefficients of drag to calculate needed power
if it were low speeds (35mph or so), i can see this being true. on the highway, windows up + AC is more efficient than AC off + windows down.
