Getting this faint 'wheeeeee' sound from the rear driver side wheel area

Default right after i replaced the fuel pump and filter i started to get a similar sound...

that can be heard at the back wheel on both sides when you walk around while its at idle. has done it 100% of the time for 18k since pump and filter change with no further failures or issues, never heard it before.
The sound is similar if not almost the same as the sound the pump was making on its way out but this sound is not as loud and more constant, and as you said cannot be heard in the car as the pump noise can be when its going. Ive lost the driver rear wheel liner a couple times and i saw that filter you are speaking about and my intuition would be that is not what is causing the sound.

It must be since the car isn't going 'weeee' anymore

The thing is I only hear it on the driver side. The passenger side is silent.

Default That is the sound of driver excitement......

....most common to hear during high linear speed crusing and high-g turning.

oh wait....just read your entire post.

Ever had your fuel pump and fuel filter replaced? The symptoms you describe (pulsating, not all the time) sounds like some kind of "pump" related mechanics...like it is working too hard for some reason.

Default Fuel pump doesn't run when engine is off

So it isn't the fuel pump.

Default that is kinda strange, i thought fuel delivery but now if you say only drivers...

it must be something else. exhaust? what else is over there? shoot, maybe it is that little wheel well filter?

As others have mentioned, could be fuel pump. There was a recall on it as well.
