Default GT2X w/ Unitronics - boost issues

Vagged the car and had no codes - Also boost leak tested and held 20psi

*Symptoms* Car is very sluggish , boost doesn't shoot up , has a ton of lag...

NOTE: I'm only getting a max MAF reading of ~172 g/s near redline and the readings are VERY low up until ~4300 rpms - Same goes for the boost, I only have like 3-6 psi at 3300 rpms. The GT2X should have 20psi at 3300 rpms. Any ideas? Bad MAF ?

I wonder if you shouldn't pull the TIP from the compressor inlet AND disconnect the actuator vacuum line. If you can't be making boost before 3000 then, well, I'd say there's something wrong with the turbo.

I checked the compressor wheel and it spins freely and doesn't have play...

Is there a chance the wastgate flap is not sealing completely? The actuator moves freely and closes firmly?

It should be shut, I adjusted it over a month ago - I made sure that the rod was as far forward (closed) as it can be. Then I adjusted the nut. I also pressurized it while watching the rod move and ensured that it took 10-12psi of pressure to make it start to open.
