I gotta play the concerned parent here: The reason they are up high is to minimize whiplash.
But if you're short then you don't need to worry. If you have a long torso and your neck rests on the top of the headrest, then you're screwed in a rear end event and you should be raising it and not lowering it.
I know I'm right, so don't even try to argue the point.
BTW, it was a popular mod back in the day.
