Default Help needed to find steering noise source

When I turn the steering wheel (Car at idle and not rolling) I hear a humm sound with a beat at about 3 cycles per second. "rroww-rroww-rroww-rroww..."It's not loud and I can feel it in the steering wheel. It seems to be worse steering from full right stop to full left stop than left to right. I had a new steering rack installed at the dealer ~ 6 months ago. Last week I demonstrated the noise to the service tech and dropped off the car. They determined that it was the power steering pump and replaced it. When I picked up the car, it was fine. Then I noticed when I turned the ECON mode off (AC on) the symptoms returned. The noise is only present if the ECON mode is off.

What do you guys think would cause this ?

Default Check the oil level in the power-steering reservoir....

Then verify its the correct oil, and is "clean", and doesnt smell burnt.

If in doubt, flush the old oil out, with new oil.

Default As far as I know, dealer replaced fluid when steering rack was replaced and again when the new power

steering pump was installed.

Default I just checked - It was 3/4" over the max line. It is clean though.

I removed ~3 ounces. Now it's at the max line

You did not mention if the car was fully warmed up, or cold, when the noise occured?
