as some people noted, those definitley aren't scratches, they look like something has pushed the bumper outward, causing a crease that broke the paint (stress marks). Definitely seems like a dealer/warranty issue unless you were doing something to it yourself.

Default It looks like you were hit lighly right next to the bumper support causing it to flex into the
support but not effecting anything else around it...at least that's my theory. You said the skin is soft and that sure as hell would do it.

Default my guess- someone bumped into you at low speed, pushing part of the bumper in and
that portion out. botton line= major bummer. is it really noticable?

Default the puzzling part is he said it happened after he washed his car
and that he would've obviously noticed it during the washing/drying process
