High pitched buzzing/ringing @ 3200 RPM

Did a search and found a few posts with similar problem but no one posted what ended up being wrong.
2003 1.8TQM
The problem is that @ 3200 rpm under decelleration or light load there is a very loud relatively high pitched metallic buzzing sound that is coming from the engine bay only at that paticular RPM. I can duplicate it while parked in neutral and holding the rpms @ 3200 only problem is I haven't had a chance to have someone do that while I listen under the hood (Darn DBW). The weird thing is it is only at this one RPM range (3000 - 3300 loudest at 3200)
I recently had the thermal exhaust and Boosted intake installed. I looked under the hood for any loose heatshields, exhaust bolts etc... and couldn't see anything.
This is really starting to annoy me, I feel like a real *** crusing past a beat up cars with my Audi sounding like its about to fall apart.

I had a buzzing coming from my left dash, not my engine bay, but maybe this is the same. It would only come on at 2700rpm and I have a thermal also! I think the extra vibration of a new exhaust could bring up issues like this more frequently.
I pulled the fuse cover off and was able to reach in about 6 inches and found a metal bracket that would be about at the light switch in the dash. All I even needed to do was push it and it seemed to deform enough that it was no longer vibrating against anything.
