i am getting a warning light that has a cirle around MPH

That's a speed warning (that ther previous owner has set) to warn you you're speeding.
You should demand a manual from the Toyota dealership, even if it means they have to pay for getting you one...

Speed warning, to reset....
Speed warning 1 resets everytime you start the car, speed warning 2 is reset with the ignition off. Press the "Check" botton for 2 secs and it will show the stored speed setting. then press the rest button, the one below the wiper arm, until the warning reads like the symbol for speed with a dash thru it. That should get rid of it.

They made Zero off of me in the sale. I don't think they'll do that. Wouldn't even give me their 30 day warranty!

This is what the manual says...
"Cancelling speed limit
Press the CHECK button for at least 1 second when the vehicle is moving at a speed above 3 MPH. The display will show the warning symbol crossed through to confirm that the speed limit has been cleared"
