yes it is.

allows more space for rear passenger behind front passenger seat, but still front passenger gets same leg room as driver due to lack of pedals and kick plate.

dont think so, although

it seems to have some sort of plastic piece which stops it going further back, ive never really looked closely at it, maybe you could look into removing it.... but I doubt it.
