Looks like I need either both O2 sensors replaced or both Cats replaced.

Default When the cats fall apart you will hear the death rattle.

Mine died on my B5 at 140Kmiles.

Default Let it warm up for a minute after starting

Don't get on it until oil temp is up.

Default When all was said and done, just the passenger side cats + the 2 O2s cost me $1450

And I had those same codes when my car was VAGd.

How did you determine that the cats were bad..

I ran the test but it didn't say the test failed, it just went from Test ON to Test OFF with no indication of pass or fail:

replaced mine on my B5 at about 97K - rattled something awful - car in heaven now with its new cat

"Cat efficiency below threshold", Upper limit exceeded, means the cats are not heating up as fast as they should, The VVT and the SAI are both involved with cold start up operation for quick cat light off, to allow closed loop fuel control asap. Therefore, check the SAI for leaks, etc, as that could effect the cat heat up time, as does several parameters for cold starts.
