If you tail gate someone, I'd think a rock would go under your car (more)
where as sitting back gives the rock a chance to skip up into your car.
Of course I'm not condoning tail gating, but rock chips are just inevitable.
Mainly avoid 18wheels, tow trucks, that sort of thing and you will be safest.
