Default Yes. I had same issue.

PBR Ceramics on stock front rotors?

Stock front pads did not use the entire rotor surface, so there was a ring of rusty surface towards the center hub.

The PBR pads touch more of teh surface and the rust. Local shop didn't want to turn the rotors to get the rust off, so I got new rotors to fix the issue, and they have been quiet since.

In addition, the second time I put everything back together, I was extra careful to clean and lube the places where the pad backing plate touches the caliper and carriers.(but not the main contact area of pad backing as it had its own antisqueal material glued on)

Oops just read you got new rotors too. Well, the clean and lube still applies.

Default Add more anti-squeal to the backside of the pads, and the contact point between ..m..

the caliper and the carrier. It's likely not the pad surface.
