Initially no. Need to change setting by using VAG com tool. Or dealer can do it if they are nice.
Do a search for VAG com or Vag codes and you will find a pleathura (who cares how it is spelled) of information!

Simple change Xenon's USA code is 13 had mine changed to "the rest of the world" code 11
As JDMP said in May..."Depending on what headlights you have the coding should be something like 00013 or 00003 (xenon and conventional) if you recode it to 00011 or 00001 it will allow the fog w/o low beams.
