I was thinking of trying behind the reinforcement bar and seeing if that would be sufficient force to the front of the bumper but I doubt it. I'll give it a shot tomorrow though but skeptical.

ok so look my picasso of your car...
the USP bumper still has lower grilles (exposing the FMIC)...
the upper most ladder of the grille can support some weight...
So buy metal "L" brackets (orange filled) or custom fabricate them with billy and drill holes and align with holes of license plate corners (orange cleared rectangle), and use a simple bolts + nuts to secure the bottom.
at the top, use foam (since you want to be able to remove the front plate for car shows/gtg's)...or something that wont biodegrade such as some soft plasti-dipped polyurethane block to protect the front plate...and then use that "ez pass" toll booth fastener "re-usable velcro" stuff to secure the top part from banging around and into the front bumper... the bottom brackets should be secured well enough that the license plate shouldn't rattle or swing forward or back under braking or WOT conditions....
AND the FMIC still has its air passage...
or gimme 4 nails and i'll use my rubber mallet in my trunk.
