no such thing as stupid question....answer...
Every machine needs some kind of a fluid to lubricate and cool it down. Often times filters are present too - why? Because metal friction, despite the presence of fluid causes parts to wear out - those bits of metal must go somewhere...so, dirty old fluid and metal flakes in it cannot be any good on seals. Those PS fluids go through heat cycles and viscosity and all other specs change, I'm sure. I'm no expert but just common sense tells me to do it. Same as you change your motor oil, transmission fluid, differential fluid, brake fluid, coolant, etc.

The main cause of steering rack leakage....
is metal contamination.
The metal has no place to go, once it gets inside the rack. It settles inside the rack, and collects in all the low points. Then acts as an abrasive on the seals.
Ever wonder how to change the oil inside the steering rack? It has no drain...
I've rebuilt/resealed several Audi steering racks, and each one failed because of metal contamination eating up the seals.
Preventable?
Yes, if you put a filter on the line going into the steering rack. Also build in a trap area for metal particles, inside the rack, that collects them away from the seals. Make this trap area drainable/cleanable.
Why dont manufacturers do this already?
