I guess i really just need to know how the remove the weld around the flange? It seems that drilling it out would be the only way. Is this right?

Default The 1.8T flange?

Plasma cutter works the best for removing metal, and old welds...

Or a die-grinder with a cut-off wheel....

Default 2nd that, I would use a plasma cutter or...

an angle grinder or die grinder with either a grinder wheel or a thicker cut-off wheel. The only problem is if you warp the cut-off wheel too much due to the roundness of the part, it may shatter (use a face shield, gloves, long sleeved jacket just in case).
A die grinder with a carbide burr may do well too.
I'm not a professional welder or anything but this is what I'd do.

Default on second thought, here is how I'd do it (I just went to take a few pics)

I'd mount the downpipe (cat in my case) on a chop saw and cut parallel to the flange.

Default check out the pics I just took up there...

it would work with that setup, you'd just need to grind whatever bits are left.

Default I guess that would work. do you think these manifolds could be repaired

or rewelded by a proper welder:
