Default Painted Lowers
can a good body shop do a credible job of matching paint colors like Ming Blue, especially on a different surface like those silly plastic panels?

Sure any reputable body shop should be able to do it for a few hundred dollars....

If it is 400 dollars to paint the back bumper of a 98 A4 would expect more for looking like an A6
