Poor Fuel Consumption

A few months ago I purchased an Audi A4 2002 2.0 SE Manual (UK spec) car, which has done 16,000 miles, however, I have been very disappointed with its fuel consumption even though I use premium fuel. I seem to only get 18-20 MPG in urban (city) driving and 28-30 MPG in Motorway (highway) driving. I dont drive the car hard.
Can anyone tell me if this normal, or is something wrong with my car. What fuel consumption should I get? Any help/advice would be appreciated.

They list 24 city & 46 highway. I'm not sure what other 2.0 owners are seeing in terms of fuel economy, but getting a benchmark from someone else with the same setup would be ideal.
