with the 24cm, could I break the bar going over a large bump at an angle?
For an example, the garage entrance at work is a big up and down on a turn - so you have to hit at a steep angle, and it feels like the car is being bent diagonally every time you go over it.
Do you think that would be problematic with the 24cm? Too much stress?

it is 24mm, not 24cm. You will be fine with un-even surface transitions.
I am running the 29mm rear bar and have no problem with rough transitions at the track & our parking garage. But it is overkill for the street and i would not recommend it.
