I scraped mine almost to the grill insert (the unpainted "spoiler" part of the bumper cover that wraps around the bottom)
I found it as part number 8E0807110A7DL, what's the procedure to remove and install a new one... does the entire bumper cover have to come off?

There are 2 screws, one at each end.

Then there are a bunch of tabs all along the 2 parts, holding them together.

The tabs are hard to detach, I wanted to seperate the top and bottom when I painted my lowers but ended up giving up and just masking the top. I guess if you are not going to use the lower part again, you could just dremel the tabs off.

do you have the exact same screenshot for an USP kit?
for whatever reason, the body shop i brought my car to, is having difficulty ordering the USP parts to do the conversion even after i gave them the numbers listed below. if i have that screenshot there's no question what the numbers are.
Upper Bumper: 8E0 807 103 AS GRU
Lower bumper: 8E0 807 110 B GRU
Fog Grille (1): 8E0 807 682 C 01C
Fog Grille (2): 8E0 807 681 C 01C
Center Grille: 8E0 807 647 D 01C
Tow Hook Cover: ?
TIA

<center><img src="http://i132.photobucket.com/albums/q33/x1rider/sandingoflower.jpg"></center><p>the plastic looks like after sanding with 400 grit sandpaper. That was part of the preperation for painting my lowers.

for DIY USP lower. Remove bumper. remove screws in pic from x1rider. The tabs on the sides are easier to 'unhook' than the ones on the bottom. using a flat blade screwdriver you can release a few more tabs by pushing pretty hard on the tab to push it through the hole while pulling them apart. I was able to 'rip' the 2 pieces apart after a few tabs were removed, allowing more leverage to be had when pulling. At first I thought it was hopeless, but once i got the separation started, I was able to just pull them apart. If you are not going to reuse the lower you can just cut the tabs off.
