Rotors are vibrating at high speed when dry. Fine when wet/raining?

I recently started experiencing my rotors vibrating when trying to stop at high speed. I am using the B5S4 calipers, Brembo cross-drilled and slotted rotors, and PBR metal master pads.
Funning thing, it dosen't happen when it is raining and the rotors are wet. Anyone else experience the same thing with their brakes.
I was thinking it may be because I have some brake compound on the rotors but not sure. Can the rotors be turned? Any advice would be appreciated.
