I know, but how would an unmarked car be a viable PR venture for AoA? Just doesn't make sense.

Undercover will use it for a while before they sell it off (if the person they seized it from doesn't want to buy it back). This is the most commont thing to do, but there really aren't a lot of rules for what you can or cannot do with seized property. Although this post maybe be totally BS, it COULD happen.
