I just got mine done for $800. The highest quote I received was $1200 and that was in Beverly Hills (total rip off).
Do a search for good Seattle body shops and you will find the following places highly recommended (see list below). My brother had work done on his B5 at Collission Specialties, and he was VERY happy.
One other thing to remember, Audi dealerships don't have body shops. They send the work out to a body shop they have a contract with. If they are charging you $1500, imagine how much money they are making on the deal. And all they are gonna do is drive it over to a body shop that you don't know anything about. Might as well cut out the middle man and pick your own shop based on solid AW recommendations.
1) Queen City (Redmond)
2) RnR Automotive Refinishing (Bellevue)
3) Eurotech Bodywerkes (Kirkland)
4) Millen Auto Body (Redmond)
5) Collission Specialties, Inc. (Ballard)

I got mine done at Car-O-Practor in Valencia, CA.
However, my bro in Seattle got his rear bumper repainted at Collision Specialists in Ballard, WA. He was very happy. They came recommended by another guy on AW. I don't know what they would charge for lowers. Personally, I wouldn't pay more than $800. Just make sure it is guaranteed for life.
