Default If it needs it (rail dust, and other elements from transportation) then go ahead.

You should be able to feel it. If your paint feels gritty, go ahead and use it. If your worried about harming the paint, it was fully cured a long time ago.
Just don't use the clay bar just for the hell of it.

Default test.....

Wrap your hand in a plastic sandwich page, run it over the paint surface. If it feels like sandpaper, use the clay bar. If smooth, you don't need it.
