Should one use a clay bar on a new finish or wait ?

If it needs it (rail dust, and other elements from transportation) then go ahead.
You should be able to feel it. If your paint feels gritty, go ahead and use it. If your worried about harming the paint, it was fully cured a long time ago.
Just don't use the clay bar just for the hell of it.
