Sporadic RPM upon startup . . . . . .

I just got my new A4 a couple days ago (will post pics later), whenever I startup the car the rpm's are around 1200-13500 and they jump up and down until they reach the idle speed of about 950 rpm.

is this supposed to happen?

well it should be around 1.5ish on start up and then drop once its warmed up

cold start at 1200 drop to 800 give or take is normal
