Was out one night just tinkering with my car which is a 2002 audi a4 b6 1.8t quattro and decided I'd fit my new air filter so fitted it and went to test drive it and turbo isn't spooling up so was puzzled tried seeing if it worked with stock one again and no results there any help would be appreciated tried looking all over thanks

How do you know the turbo isn't "spooling"?

The turbo has to spool if the waste gate is closed, and the turbine shaft rotates. You can remove the rubber duct at the front of the turbo's compressor, then use your fingers to rotate the compressor wheel, very easy if in normal condition.
