what does a new car price quote "under tissue" mean--maybe under invoice price?

yeh, a salesman used that slang over the phone...found out it does mean "under invoice" price
I was just too stumped to ask him for a clarifiction....and didn't want to look stupid if "under tissue" was a common slang term.
I guess, then, (except for manufacturer incentives or holdbacks) the dealer makes no money on a car that is sold "under tissue".
