the second number is the sidewall percent of the width... 40% of 235 and obviously the last number is the diameter of the wheel.

You mainly want a tire width that is appropriate for the wheel width and one that also gives you the proper "Plus1", "Plus2",..etc., with the wheel size increase, so the overall dia. is still equal to or very close to OEM.

so as the width becomes larger (wider), that % that represents the tire sidewall (profile) has to change - if just slightly. Thus the overall dia. of the tire will not always be the same between those different tire widths, even though you are still keeping with a XXX/40-18. This is why a certain size tire is usually recommended over the wider or less wide ones. It's best to keep within the "Plus" sizing when moving up from OEM size.
