Brakes hard before starting the car?

This happens to me intermittently. You know when the car is shut off that you still have some power - the brake pedal feels normal. If you pump a few times, you use up the vacuum and the pedal will be hard and unassisted. Well, sometimes, even after just a 10 minute stop, I can hop back in the car and the pedal is completely hard. The idiot at the dealership says when the engine isn't running you don't have power brakes. You of course aren't generating any more vacuum, but that doesn't mean that it goes away immediately. Other times I can leave it for days and the pedal feels normal before I start up. Any idea what this could indicate?
