If we've a customer coming to us with a chip that needs flashed back on, or upgraded, there's a one-time labor fee involved, and once that's paid, you'll never see a charge again for reflashing, updating, or upgrading software. Unless of course you want to add more programs/options.
There are some shops that charge labor for original installation, and every reflash, but to me, that's just crazy... you plug up, and walk away and let it do it's thing. The older ones I could understand, back when we had to physically pull the ECU, but that's a thing of the past
