Earlier in the week I was asking/searching for some info on replacing the fog light housings (broke one) and last night we replaced the fog light (entire housing) on the B7 - and contrary to consensus you DO NOT need to remove the bumper to get to the fog lights (to replace the bulbs or the entire assembly).
It turns out to be very simple -
1) put the car up (ie ramps - DON'T get under the car with a jack holding it up)
2)remove the aero pan (handful of quarter turn screws)
3)and you have full access to the back of the fog lights - replace as needed.
This car is a 3.2 V6 - I don't know if this is just as simple on the 2.0t given there should be an intercooler somewhere around there on the driver side.
Bottom line - you don't need to remove the bumper to get to the fog lights on a 3.2 non S-line.
