Headlight question

I have asked Audi Customer support this question and they are unable to give me an answer. I have a 2007 A4 2.0T. I see there is a small bulb in the reflector for the high beam headlights. This bulb is in the upper corner of the reflector - both sides. It is not the high beam bulb which is in the center of the reflector(this is what support told me it was). I can find nothing in the owners manuel reference this bulb. The bulb comes on when the parking lights or headlights are on. I thought they might be daylight driving lights, but they do not come on when engine started and the car is not equiped with that option. Anybody know what purpose they serve?

I hear in France it's still common to drive at night in well-lit areas with only city lights on, but see the section on "Conspicuity Devices" in <a href="http://en.wikipedia.org/wiki/Automotive_lighting">this</a> wikipedia article for more.
