Very rusty front drive shaft part, normal?

Is this part next to the drive shaft boot meant to be rusty or something is wrong and should be replaced by the dealer under warranty?

That part is the inboard cv joint outer "cup". It presses into the side of the transmission, and the inboard cv joint is inside of it.
I am not sure why some sort of proper coating isn't put on this. It might be for weight or balance reasons, but that's unlikely. (After all, the band clamp holding the boot on isn't balanced)

That rust has no effect on the operation of the car unlike an outer panel on the car, it's plenty thick that it can rust away for 10 more years and still not rust through.
