Urgent recommendation needed; manufacturer warranty expiring this week

Hi All..
I needed some urgent recommendation as the manufacturer warranty on my Audi A4 is expiring at the end of this week. It's a certified pre-owned but I understand many items aren't covered after the manufacturer warranty expires. The car has 40K miles and is a 2009 model. Last service performed on it was in July '12 at around 30K miles.
1) I've noticed that when I turn and back my car out most mornings, I hear a creaking/rubbing sound from the steering wheel column. I read that there was TSB's - 2020342/2, 2025055/1 dated 9/28/10 on it. Considering I bought the car after those dates, shouldn't the dealer have fixed those selling it as CPO? Should I be going and stating these TSB's to the dealer or just tell them the problem description?
2) Last week I got a message stating that the engine oil is at minimum level. I did top it up on my own. Is it OK for the engine oil to go to minimum level in 10K miles or is the consumption something to be wary about?
3) I'm not an expert on car mechanics. Should I be going to an independent mechanic and get everything checked before going to dealership? One of my friends who owns a BMW was suggesting that you can directly ask the dealership to do this as they bill the manufacturer if anything is wrong. Ideas?
