I have matrix headlights and the same values. You may be missing something else in the configuration. My car allows both the all weather lights and cornering lights.

I wonder if its possible to retrofit a set of matrix lights into a US model car?

I did. It requires wiring and a host of other out of market tools. They also require calibration or will not work. The calibration tool isn't sold here. This has been covered many times.
